Since July 2020, DEHP, BBP, DBP and DIBP have been restricted in articles containing plasticised materials at 0.1 per cent or above by mass under entry 51. The article should not be placed on the market if either the individual concentration of each phthalate, or the sum of the four phthalates in the plasticised material, is greater than 0.1
- How many phthalates are on the RoHS 2 List?
- Four phthalates, specifically DEHP, DBP, BBP, and DIBP, were added to the list of restricted substances in Annex II of the RoHS 2 Directive 2011/65/EU on 4 June 2015, as stated in Directive (EU) 2015/863. The list now contains a total of 10 substances: 4 heavy metals, 2 flame retardants, and these 4 phthalates.
- Which phthalates are restricted in consumer goods?
- The phthalates that are henceforth restricted in consumer goods are Bis (2‑ethylhexyl) phthalate ( DEHP ), Benzyl butyl phthalate ( BBP ), Dibutyl phthalate ( DBP) and Diisobutyl phthalate ( DIBP ). In essence, the Regulation bans these phthalates in articles that cause exposure through the skin or by inhalation.
- How many phthalates are there?
- These are given in Annex 1. The main use (94 %) of the four phthalates proposed for restriction is in PVC. Minor uses are in non-PVC polymers and non-polymers. The four phthalates can be found in a great variety of articles from floor coverings to sandals.
- When can a product containing DEHP & DBP be placed on the market?
- Articles containing DEHP, DBP, DIBP, and BBP in a concentration, individually or in combination, greater than or equal to 0.1% by weight of the plasticised material shall not be placed on the market. Paragraph 1 shall apply three years from the entry into force of the restriction.
- Are there phthalates in articles on the EU market?

- Will a phthalate restriction reduce exposure to phthalates?
- According to the report, the proposed restriction will result in a significantly decreased exposure of the public to the four phthalates caused by the use of articles containing these substances. DEHP, DBP and BBP are in the list of substances subject to authorisation (Annex XIV) of the REACH Regulation.
